Full ownership
In Dubai's designated areas, a foreigner may acquire freehold ownership of a property without restriction, or usufruct or leasehold rights for up to 99 years. The title deed is issued by the emirate's Land Department.

No personal income tax in the UAE
The UAE Government's official portal states that the UAE does not levy income tax on individuals, and that a 5% value added tax applies to goods and services. Note: that is what Dubai does not charge, not what your own country does not charge.

Registering the purchase
The Dubai Land Department's official service sets the sale registration fee at 2% of the sale value payable by the seller and 2% by the buyer, plus fixed fees for the title deed, the map and the trustee centre.

Investor visa
The UAE's official portal lists a minimum capital of AED 2,000,000 for real estate investors and a renewable 5-year residence visa. Eligibility is assessed by the immigration authority in each case, not by the seller.
